Major Responsibilities:

As part of the City Planning management team and reporting to the Director and/or Manager of Strategic Initiatives, Policy & Analysis, the Project Manager in the Policy unit will focus on building the strategic and policy capability, particularly in the area of housing policy, of the division and their responsibilities will include:

• Manages policy initiatives and projects as part of a section of specialist and generalist professionals that provide focussed and proactive real-time strategic direction to serve City-wide planning interests and build on innovative initiatives at the local level.
• Promotes and engages in major policy or planning initiatives, and provides ongoing advice to integrate current planning activities.
• Leads and manages the work of multi-disciplinary staff teams for a varied range of complex policy initiatives, planning studies and projects, as required, including the scheduling, assigning and reviewing of work.
• Develops and implements detailed plans, programs and recommends policies to meet the Division's strategic initiatives, policy and analysis needs.

• Analyzes, advises and reports on planning matters related to issues and trends which impact the City.
• Assists in managing, hiring, motivating and training the unit's staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and innovation.
• Develops, recommends and administers the budget for projects, and ensures that the expenditures are controlled and maintained within approved budget limitations.
• Initiates, develops, manages and recommends projects and innovative planning policies to guide the physical, environmental and social well-being of the City.
• Negotiates innovative solutions to complex planning challenges involving multiple stakeholders to achieve the City's planning and development objectives.

• Advocates the Division's values, principles and objectives in a variety of forums and effectively represents the City's interest to the public.
• Establishes, maintains and develops linkages to other Divisions, Agencies, Boards and Commissions to ensure effective partnerships within the corporation.
• Maintains an awareness of developments and advancements in the appropriate planning field to retain technical competency and provide state-of-the-art advice and counsel to the Division's senior management.
• Supervises and/or carries out special planning and other related duties.
• Supervises various unionized section staff in a project management context.
• Acts as an expert witness on behalf of Council before administrative tribunals such as the Ontario Land Tribunal.

Key Qualifications:

Among the strengths you bring to the role of Project Manager SIPA, will be the following:
1. Post-secondary education in planning, policy, management or a field relevant to civic management or in a professional discipline pertinent to the job function, or any equivalent combination of education and experience.
2. Extensive project management experience in delivering complex assignments from inception through to implementation related to policy, planning and research.
3. Extensive experience motivating, leading and supervising a team of professional staff and managing consultants.
4. Extensive experience working with internal and external stakeholders, while balancing political and community interests.

5. Excellent verbal and written communication skills, with an ability to communicate with a broad range of internal and external stakeholders, senior management and political representatives.
6. Ability to use critical thinking and analysis to develop creative solutions to complex problems.
7. Excellent organizational and administrative skills.
8. Must be able to work independently and demonstrate initiative and creativity in problem-solving.
9. Ability to work effectively with colleagues and staff in identifying and meeting the needs of the division.
10. Familiarity with Ontario Statutes, including Occupational Health and Safety Act, knowledge of related legislative, contractual obligations and corporate policies.
