Responsible for supporting the development and implementation of the Washington Gas Pipeline Safety Management System. (PSMS) This program includes all activities as specified by API RP 1173 as well as driving a continually improving pipeline safety culture. Responsible for coordinating and partnering with all internal business units to advance Pipeline Safety Management System processes.


Tasks and Responsibilities

• Process Owner of the WG Corrective Action Program (CAP) with responsibilities including but not limited to:
• (1) Soliciting and collecting risks and corrective actions
• (2) Initial investigation of Corrective Actions identified through the program
• (3) Assessing risk of individual CAP items
• (4) Record-keeping and tracking status of CAP items to completion and/or remediation
• (5) Aggregating information related to CAP items and presenting that information to PSMS Governance for review
• Engages with office and operations subject matter experts to advance corrective actions
• Manages pipeline safety management system data.
• Assists the PSMS Lead with the development of the Pipeline Safety Management System.

Coordinates with other departments on PSMS related matters, specifically safety concerns identified through the CAP program which require collaboration with other company groups; such as Training, Engineering, Codes and Standards, Construction, Gas Supply Operations, DIMP, TIMP, Field Operations, Occupational Safety, Compliance, etc., to drive continued improvement towards pipeline safety.
• Sells the benefit of PSMS and CAP to all levels of the organization and to contractor partners.
• Interprets codes, standards, and regulations. Some may be complex and require aptitude to understand technical documents.
• Identifies and recommends strategy for continuous improvement related to pipeline safety.
• Supports the execution of long-range plans to achieve Pipeline Safety Management System objectives set by each executive team.
• Assists in Root Cause Analysis, incident investigation and corresponding reports.

Qualifications, Skills and Abilities

• High School Diploma/GED
• 6+ Years utility industry experience
• An Associate Degree may be used in lieu of 2 years of experience
• A Bachelor’s Degree may be used in lieu of 4 years of experience.
• Ability to build effective working relationships with internal stakeholders and sell the benefits of the WG PSMS.
• Ability to interpret and apply technical manuals such as operations & maintenance manuals, design & construction standard manuals, emergency manuals, and other company documents.
• Proven risk management experience in identifying, measuring, and improving leading indicators of safety.
• Strong analytical and organizational skills.

Proven ability to effectively communicate with diverse audiences at all internal and external organizational levels.
• Proven ability to use MS Office products to enter, analyze and present data. Proven ability to write in a logical and concise manner.
• Must exhibit outgoing and collaborative attitude toward internal and external customers.
• Ability to influence.
• Ability to use creativity to solve problems.
Preferred Qualifications
• Familiar with Recommended Practice 1173 Pipeline Safety Management Systems or other Management Systems.
• Working knowledge of natural gas operations and CFR 49 Part 192 preferred.
• Experience with Intelex software.
