Are you highly organised, with a can-do attitude and a strategic eye? As the Safety, Health and Environment (SHE) Performance and Improvement Business Manager, you will need to deploy such skills on a daily basis to ensure the smooth and efficient running of the directorate. You will work alongside the senior leadership team including the Chief SHE Officer to enable a high-performing directorate whilst providing a wide range of business management services. Working in the Chief SHE Officer’s office is fast-paced and no two days are the same. You’ll deliver a steady drumbeat of performance related activity to ensure we’re meeting our own high standards and teams are resourced to deliver against Mayoral priorities.

In addition to running the performance management cycle, leading on directorate communications, day-to-day financial matters and resourcing issues, you’ll also deputise for the Senior Advisor where appropriate and ensure they’re fully briefed on any issues, risks or opportunities in relation to successful delivery. You’ll provide overarching support to the administration team (including people management of up to 2 people) and provide advice to colleagues as the assumed “go-to” person.

Overview of role 

Working closely with the Safety, Health and Environment (SHE) leadership team, this role is responsible for ensuring that the programme of work in SHE is adequately funded and resourced and that the required procurements are in place. It is also responsible for providing a wide range of business management services, advice, and supporting enabling processes to the SHE function.  This includes but is not limited to, the performance management cycle, internal communications, resource and capability management, and supporting SLT in the the delivery of SHE's strategic priorities.   
The role will represent the Senior Advisor where appropriate, advising and implementing procedures to assist the SLT in identifying, monitoring and mitigating critical business issues and risks that relate to the management of the SHE priorities.

Key Accountabilities  

Responsible for providing oversight and management of a range of business management services, advice, and supporting enabling processes to the SHE team. With a focus on creative solution-focused thinking. This includes but is not limited to internal SHE communications, resourcing needs, and SHE performance management.  
Managing the day-to-day governance of the SHE Strategic Priorities performance milestones (tracking, monitoring and escalating risks and issues).  This will also include the preparation of periodic reporting packs for the SHE SLT.  
Provide challenge to the SHE teams responsible for the delivery of the SHE priorities in respect of how recommended changes will land with the wider business  
Present complex information and influence senior management and external teams. 
Interface with the Executive Manager on reporting and control structures, ensuring risks are issues are escalated as appropriate via appropriate forums.  
Accountable for coordinating widely across SHE, notably at Head of and Senior Manager level, to ensure an integrated approach to producing quality and timely management information for managing SHE performance.  
Provide project management support to SHE-wide projects as directed by the Senior Advisor to ensure effective management across the SHE team and in order to manage competing priorities. 
Providing effective leadership, development and management of a team of circa 3 admin as per TfL's talent strategy. 
Deputise for the Senior Advisor as required.

Skills 

Highly organised, able to prioritise effectively to meet numerous competing deadlines whilst maintaining a strong focus on accuracy 
Self-motivated and able to work under own initiative with a determination to see objectives through 
Excellent communication skills with a proven ability to build and maintain relationships with people of all levels of seniority 
Highly proficient in the use of standard software packages including Microsoft Office applications (Teams, Excel, PowerPoint), OneNote)   
Team leadership and people management skills  
Able to act with discretion when handling sensitive information 
Strong leadership, change management and strategic decision-making abilities

 Knowledge 

Strong understanding of Support and Enable function processes and systems and what is required to ensure the effective and smooth delivery of SHE's projects and programmes through the TfL value chain  
Good knowledge and understanding of project and programme management methodologies and their practical application.  
Knowledge of SAP R3 and e-procurement systems 
Knowledge of internal communication methods, including how to handle and respond to complex and sensitive queries 
Good understanding of different ways to present complex information and influence senior management and external teams to influence outcomes

Experience 

Experience of working in a complex, multi-disciplinary, matrix-managed environment 
Experience of reporting and presenting information to influence those at senior management levels 
Experience of working with a wide range of internal stakeholders with competing objectives and priorities 
Experience of line management 
Experience of change and organisational development programmes  
Experience of handling and responding to politically sensitive and high-profile external queries and correspondence
