Job overview

An exciting opportunity has arisen to lead on high-profile, strategic workforce transformation programmes across London.
The role offers an opportunity to gain experience of leading strategic workforce programmes driven by national policy, regional priorities and local engagement with Integrated Care Systems, clinicians, education providers and other stakeholders. Working as part of a dynamic team, the postholder will have responsibility for leading at least one priority programme (Mental Health, Urgent and Emergency Care, Cancer and Diagnostics, Primary Care) alongside managing a broader portfolio of regional programmes and projects, supported by a team working in a matrix-style. The postholder will be responsible for managing programmes from inception to delivery and evaluation, collaborating with a broad range of stakeholders across the health and education systems to enable delivery.

The portfolios of the Workforce Transformation Leads may change over time in response to HEE mandates, regional priority programmes and local priorities of our Integrated Care System People Boards.

Main duties of the job

The ideal candidate will be skilled in managing high-profile programmes, communicating with a range of stakeholders and be able to prioritise workload across the team.

Key responsibilities of the post-holder will include:

• Designing programmes from inception through working collaboratively with clinicians and other partners and identifying the role that HEE can play in contributing to regional workforce programmes
• Building successful relationships with various stakeholder groups including clinicians, education partners and other teams within HEE and NHSE/I at a regional and national level
• Applying programme management techniques to existing and new programmes of work, for example developing programme governance structures, creating programme objectives with stakeholders, reporting on progress at regional level

Managing budgets associated with programmes (e.g. commissioning or procuring providers or managing bidding processes)
• Providing ad hoc interventions including supporting stakeholders to diagnose workforce issues, facilitating workforce transformation workshops or signposting to other support
• Line management of staff, as well as providing direction and support for other staff supporting the workstreams led/managed by the post-holder

Salary Progression

Applicants will commence at the bottom of Band 8b with a full-time starting salary of £61,861, with a pay step increase after 5 years’ service. These salaries are offered in accordance with NHS Terms and Conditions and the HEE Pay Progression Policy and are subject to annual cost of living review.

Essential criteria
• Evidence of continuing professional development
• Extensive knowledge of specialist area acquired through postgraduate education or equivalent experience
• Masters Level or equivalent level of experience.

Experience and Knowledge

Essential criteria
• Extensive knowledge of workforce development in healthcare to include workforce development approaches, education development and commissioning
• Demonstrated ability to present effectively to a wide range of audiences including senior stakeholder groups.
• Experience of managing and delivering a number of complex initiatives simultaneously in rapidly evolving, political and high-pressure environments including effective management of risk.
• Staff management including responsibility for supporting appraisals, development of staff, recruitment, performance management and where necessary processes such as grievance and disciplinary matters
