Consider this opportunity as a Senior Business Enhancement Specialist in the Account Management & Collections Branch of Ministry of Finance where you will lead high profile continuous improvement initiatives and develop strategies to embed Lean thinking across the ministry.

About the Branch/Unit

The Account Management and Collections Branch (AMCB) provides tax and benefit program delivery and collections services to clients in support of the ministry's mandate.

Business Enhancement Unit (BEU) works collaboratively with other areas of the branch to support efforts for continuous improvement in processes, both internal and external to the branch. In support of Lean efforts and continuous improvement, (BEU) delivers advice, support, planning, project management and coordination functions for the Account Management and Collections Branch and as needed, across the ministry. The unit conducts research and analysis, facilitates program evaluation activities (i.e. KAIZEN), and provides advice to help the branch identify opportunities for business enhancements.

What can I expect to do in this role?

In this role, you will:

• Lead and participate in strategic business review discussions to identify opportunities for process improvement and innovation
• Lead and facilitate structured discussions and presentations, such as interviews or workshops
• Promote and embed a culture of continuous improvement across the Ministry of Finance
• Provide recommendations for process improvements, improving quality, optimizing costs and establishing appropriate process metrics and controls
• Facilitate, educate and provide guidance to mentor ministry staff
• Establish effective working relationships and communications with key managers
• Contribute to the development and implementation of organizational initiatives
• Lead and/or participate in ministry, cross-government and external teams and working groups

How do I qualify?

Business Analysis (Lean and Continuous Improvement Experience and Knowledge):
• You have experience utilizing lean methodologies and tools (such as problem briefs, journey mapping, value stream mapping, cause-and-effect analysis, Kanban, Kaizen) and leading lean and continuous improvement projects to find solutions to optimize, streamline and improve programs and services.
• You have knowledge equivalent to Lean Six Sigma Green Belt, as well as understanding of service design, user research, and change management methods.
• You have experience leading and facilitating structured workshops and discussions with staff and stakeholders at all levels to gather program and process information, brainstorm root causes, and propose solutions.
• You have experience leading development of business cases, including conducting environmental scans, risk assessments, developing mitigation strategies, identifying trends, and developing recommendations.

Problem Solving (Data, Analytics and Measures):

• You can collect, synthesize, and analyse complex information and data, identify trends, and draw strategic conclusions and recommendations.
• You can develop performance measures for projects and initiatives.
• You can use data and information visualization tools to transform data into a relatable story for continuous improvement and to effectively and clearly present complex information.

Relationships, Influence, Facilitation and Communication:

• You have experience leading projects, activities and mentoring team members towards successful completion.
• You have knowledge of project management to scope, design and carry through on simple and complex change.
• You have experience building relationships with frontline staff, management, users and stakeholders.
• You have verbal and written communication/presentation skills and political acuity to provide advice to senior management.
