Department Overview

We are looking for a high-calibre Project Manager with a strong background in successful project delivery and a passion for practise improvement, to assume a key role in a programme of work getting underway at the Bank of England. You’d be working for an organisation steeped in history which needs to both lead and be responsive to change. The Project Manager role is responsible for the end-to-end delivery of projects through the complete lifecycle. Our PM roles include the motivation and development of the team that may be a combination of direct reports or staff working into the project on a matrix basis from other parts of the organisation. Some roles will have a significant IT component and therefore a key aspect of those roles is to manage resources from internal technology teams given that most technology resources, (from design through to build, delivery and operations), are in-house. Our roles also include the matrix management of business resources including subject matter experts and the effective management of stakeholder relationships across the Bank’s business divisions impacted by the project.

The PM role is within the Bank’s Programme Office. The Programme Office is responsible for all aspects of Bank of England’s programme and project delivery, in line with the Bank’s strategic priorities. This is achieved through effective central oversight of the Bank’s change portfolio, supported by professional management of significant business change initiatives to ensure successful delivery. The portfolio covers all types of projects from technical IT infrastructure projects, through the development and introduction of new business systems (including financial, risk, banking and data systems), to projects focussed on business, culture change and/or policy development. Role Summary

We are looking for a high-calibre Change Manager with a strong background in successful change delivery with passion for practise improvement across Portfolio, Programme and Project Management to assume a key role in a programme of work getting underway at the Bank of England.

The Change Manager role is responsible for the end-to-end change management plan. Reporting into the Senior Leadership Team you will be instrumental in bringing about change across a core group of 60+ project professionals, working alongside a PMO Centre Of Excellence Manager and a Project Manager.

The role itself will work within the Bank’s Programme and Projects division, which is responsible for all aspects of Bank of England’s programme and project delivery.

Detailed role description

The Change Manager will play a key role in ensuring the programme (practise improvement & PPM tool implementation) meet objectives to establish the new ways of working, increase employee adoption and usage and working to embed change into the organization.

This person will focus on the people and process side of change, including changes to business processes, systems and technology (Changepoint PPM tool).

The primary responsibility will be creating and implementing a change management plan that improves delivery execution, maximizes employee adoption and reduces risk. The Change Manager will work to drive adoption, higher ultimate utilization of and proficiency with the changes that impact employees.

While the Change Manager may or may not have supervisory responsibility, they will establish a set of change management activities to transition from old ways of working to new ways and build a sustainable model. They will also build a Change Agent network through the P&P division. The Change Manager will also act as a coach for senior leaders and executives in helping them fulfil the role of change sponsors and change agents. They may also provide direct support and coaching to all levels of managers and supervisors as they help their direct reports through transitions.

The Change Manager has the authority and is responsible for the delivery of the project on a day-to-day basis including:

Clarify the vision and benefits of the Change Programme
Agree the outcomes of the Programme with the Senior Leadership Team
Establish and agree the Change Management strategy
Develop a Change Plan and Roadmap outlining the scope, resources, processes and tools required to support the change
Identify key stakeholders across the duration of the change
Agree with key stakeholders on the scale and impact of change and the work involved, so time and resource commitments can be identified while maintaining business as usual activities
Develop a Communications Plan supporting the need to keep all stakeholders well informed of the change and ensure it is seen as a positive opportunity for involvement and engagement
Implement exercises and forums to raise awareness, encourage staff participation in the change
Act as a coach for senior leaders and executives in helping them fulfil the role of change sponsor as they help their direct reports through transitions.
Lead on communication plan development, delivery and feedback loops
Support training efforts and providing input, document requirements and support the design and delivery of training programs.
Assist the Business Change Lead on stakeholder engagement, planning and ongoing management
Align the communications with the programme vision
Build relationship across all communications functions to ensure an integrated strategy
Undertake ad hoc communications support where necessary
Understand the business challenges and opportunities of the programme, and translate into impactful communications solutions

The jobholder will drive and co-ordinate efforts to deliver continuous improvement and develop the maturity of the Bank’s project management capability in partnerthsip with the PMO Centre of Excellence and project Manager.

Job Requirements (Essential Criteria)

Understanding and applying change management and project management principles.
Develop and implement the change management and training approach in collaboration with the project team
Undertake stakeholder analysis and collaborate with the business owner and project manager on management of stakeholder expectations
Identify and manage change management risks and issues
Work with the existing change and communications team to develop effective communication products using appropriate communication medium and message senders
Bring change management expertise and raise awareness of the benefits of managing change effectively
Experience with managing business change in projects.
Demonstrable experience with cross functional business improvement initiatives.
Strong advisory and facilitation skills.
Strong influencing and relationship skills. Must be able to influence without the need for direct authority.

Desirable

Experience in the implementation and change programme to launch a PPM tool into an organisation (I.e Planview, Changepoint or other)
Experience of developing or contributing to a stakeholder map and communications Plan.

This role offers

•a base salary of between (£70- 76,000) (subject to experience and skillset). The total package also includes:

•A non-contributory, career average pension giving you a guaranteed retirement benefit of 1/95th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/120th) in exchange for salary through our flexible benefits programme each year.

•A 7% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits.

•25 days annual leave with option to buy up to 13 additional days through flexible benefits.
