The following information is furnished to help Council staff and those people considering joining the City of Bradford Metropolitan District Council to understand and appreciate the general work content of their post and the role they are to play in the organisation. The duties and responsibilities highlighted in this Job Profile are indicative and may vary over time. Post holders are expected to undertake other duties and responsibilities relevant to the nature, level and scope of the post and the grade has been established on this basis.

For posts where employees speak directly to members of the Public the post holder is required to demonstrate their ability to speak fluently in English.

As a candidate you will be expected to demonstrate your ability to meet the special knowledge, experience and qualifications required for the role by providing evidence in the application form for the purpose of shortlisting. The employee competencies are the minimum standard of behaviour expected by the Council of all its employees and the management competencies outlined are those relevant for a post operating at this level within our organisation.

Both sets of competencies will be used at interview stage and will not be used for short listing purposes.

Key Purpose of Post:

To co-ordinate projects and programmes within the Asset Management service, particularly service relocations. To ensure all projects and programmes deliver the desired outcomes through active management. To ensure strong project governance, including risk and issue management, progress monitoring and reporting. To ensure benefits realisation from projects and programmes.

Main Responsibilities of Post:

To plan, procure and manage the execution of approved programmes and projects within the Estate Management service within agreed governance structures and the Council’s corporate programme and project management framework To prepare consultants’ briefs, oversee satisfactory project design, development and completion. To ensure that statutory and other approvals for projects are obtained. To consult and liaise with clients and stakeholders including ICT to ensure project outcomes are met and benefits realised. To procure monitor and report on capital and revenue expenditure for projects. To undertake inspections and surveys. To ensure that all necessary project documentation, including outline business cases and project initiation documents are prepared and agreed. To report to the Senior Project Manager. To prepare and obtain agreement to project plans and project delivery plans. To monitor the achievement of project milestones. To implement an agreed performance management framework for the achievement of targets through measuring, monitoring, prioritisation and reporting. To prepare and present reports to committees and boards as required. To represent the Department as required at meetings and functions both internal and external to the Council. To be accountable for those appropriate responsibilities as set down in the Council’s Health and Safety Policies and in addition to take reasonable care for their own health and safety and that of others who may be affected by the work of the post-holder. To carry out any other duties as required, which are reasonable in terms of the nature and level of the post.

Essential

Due to the Government’s Fluency in English Duty for posts where employees speak directly to members of the public the postholder is required to meet the Lower threshold level. You should be able to demonstrate that you can use a wide range of simple words and a standard English sentence structure to express and maintain a flowing conversation even though you pause to think of the correct words with the ability to express and make yourself understood (this will also be tested during the interview). You must be able to demonstrate that you can express yourself fluently and spontaneously (this will also be tested during the interview). X

Carries out the working practices, procedures and basic operations to support the delivery of Project Management. X
Understands and applies health and safety working practices, including risk in own area of work and or across other areas of work X
Knows and understands how to analyse, interpret and present complex information from a variety of sources X
Familiar with the use of MS Project
Ability to use MS Office systems including power point, PowerPoint knowledge in the other systems e.g. Photoshop etc. X

Relevant experience requirement: Will be used for shortlisting

The applicant is required to provide evidence of having previously spoken fluently to members of the public in order to meet the advanced threshold level outlined under Special Knowledge above.

Relevant professional qualifications requirement: Will be used for shortlisting

Minimum of 5 GCSEs graded A*-C or equivalent. Must include English and Maths Qualification in the delivery of Project Management (Desirable)
