The job purpose of the Project Manager is to:
1. Development and implementation of Project Execution Plans for CAPEX projects assigned
2. Development of other key project management documentation such as procurement strategies, risk registers, tender documentation, change management documents, etc.
3. Interface Management between Programme Management functions throughout the project life cycle for the CAPEX projects assigned
Responsible for
Core Responsibilities below are applicable for the CAPEX projects assigned in accordance with the “Programme Management Gateway Process”:
• Gate 1-2 “Optioneering Analysis” Phase - Responsibilities include the provision of project management input when requested into the development of potential options for projects and the development of cost & schedule estimates.
• Gate 2-3 “Obtaining Project Approval to Proceed” Phase - Responsibilities include the provision of project management input when requested into the development of tender documentation to solicit market pricing for projects prior to receiving full project approval. Specifically, the Project Manager is individually responsible for the following:
• Ensuring scopes of work (including specifications & drawings) developed contain appropriate commercial language, are comprehensive, and are in accordance with the summary Project Execution Plan
• Developing the balance tender documents (Form of Tender, key dates milestones, pricing schedules, technical evaluation criteria, commercial evaluation criteria with CPD)
• Leading the technical evaluation of bidders
Working Relationship
• Gate 3-4 “Handover to Execution” Phase - Responsibilities include attending handover meetings between Emerging Scope and Execution teams to ensure the smooth transition of projects into the subsequent project phase following approval for the project to proceed.
• Gate 4-5 “Pre-Construction Activities” Phase - Lead the Project team and be accountable for all activities necessary to commence construction of the assets. Specifically, the Project Manager is individually responsible for the following:
• Distributing Emerging Scope files to the assigned Project Team
• Chairing the kick-off meeting for the project
• Providing project management input into the Asset Handover Strategy
• Establishing the Project Packaging strategy
• Preparing the detailed Project Execution Plan (PEP)
• Ensuring all Project Team members are aware of the PEP requirements
• Development of Project Risk Register
• Developing Expression of Interest scopes for all work packages
• Obtaining approval of Contract Requisitions for all work packages
• Compiling tender documents for all work packages
• Managing tender process with CPD for all work packages
• Chairing kick-off meetings with appointed contractors/consultants
• Managing pre-mobilization contractual submittals
Objectives and Role Profile
• Gate 5-6 “Construction Execution” Phase - Responsibilities include overseeing the management of the project for compliance with the approved Project Execution Plan for all activities necessary to achieve the construction completion and taking over of all project assets. Specifically, the Project Manager is individually responsible for the following:
• Management of commercial issues arising during the execution of construction (i.e. changes, claims, contractual compliance, correspondence, etc)
• Chairing periodic progress review meetings both internally and with the contractor(s) and consultant(s) to ensure project and work package requirements are being achieved
• Endorsing Taking Over Certificates for completed assets that are (a) to be put into operation prior to Project Completion, (b) to be handed over to other project contractors, or (c) to be taken over prior to overall project completion and handover
• Conducting contractual interface walkdowns and determining compliance for assets that are to be handed over from one project contractor to another and documenting such responsibility transfer
• Monthly assessment of project risk register, claims & changes
• Compiling all monthly reporting information into monthly report
Key Tasks and Performance Indicators
• Gate 6-7 “Asset Handover” Phase - Responsibilities include participating in all asset handover review meetings to achieve the completion of the handover of the final asset constructed under the project. Specifically, the Project Manager is individually responsible for:
• Supporting the Asset Handover department in enforcing the provisions of the contract.
• Maintaining commercial responsibility for all work packages and the project as a whole
Qualifications/Experience/Competencies
Minimum Bachelor Degree in related field (e.g. Construction Management, Project Management, Engineering, etc)
