The Opportunity

The Alberta Energy Regulator is currently recruiting for a Compliance Auditor, Production to join its talented team of professionals in the Compliance and Liability Branch (CLM). The Compliance Auditor, Production will work within the Production & Emissions Compliance team conducting routine audits, supporting complex compliance assurance activities on industry operations, and verifying compliance with regulatory requirements.

As a member of the team, your role is responsible for conducting audits to confirm compliance with measurement and reporting related regulatory requirements. Through the management of the Enhanced Production Audit Program (EPAP), the Compliance Auditor will identify, compile, and analyze information to assist in improving the level of assurance over the accuracy and completeness of volumetric data reported to PETRINEX and increasing the level of industry compliance with AER measurement and reporting requirements. This role offers immersion into a multi-disciplinary team and will provide the successful candidate with exposure to varied specialties including emissions and benzene.

Your Key Responsibilities:

• Follow and support all planning and reporting activities in alignment with AER policies, procedures, the Compliance Assurance Program, and Branch Operational Plan.
• Work with industry in support of the operation of the EPAP by reviewing annual operator declarations to assess the control environment over measurement and reporting, collaborating with operators in remediating deficient measurement and reporting controls, collaborating with operators to resolve issues arising from the compliance assessment report, managing action items and voluntary self disclosures.

• Lead and conduct complex audits on operations/activities within the AER’s jurisdiction. Prepare audit plans, collect, and analyze information from varied and numerous sources to determine compliance, resolve problems and make recommendations to improve operations. Prepare audit letters, noncompliance letters, perform follow-up actions and execute compliance assurance processes as required. Ensure all audit file documentation is compiled and saved appropriately.
• Respond to and lead others in handling inquiries and stakeholder complaints. Coordinate the technical review of complex complaints with other AER stakeholders.
• Communicate and consult with industry regarding areas of concern. Lead meetings and deliver technical presentations to industry and government agencies. Participate in synergy groups as required.

• Contribute to provincial initiatives or assignments related to operational needs, regulatory, and technical issues as appropriate. Participate in technical teams to develop and implement policies and procedures. Act as a subject matter expert providing support to hearings or ADR sessions as required.

Qualifications:

• Degree in environment, oil & gas or related field.
• 8 years directly related experience in auditing or related oil & gas experience.
• Canadian Association of Petroleum Production Accounting (CAPPA) certification is an asset.
• Familiarity with controls -based and substantive audit techniques would be an asset.
• Strong written and oral communication skills.
• Ability to work independently and with a team.
• Strong strategic thinking and planning skills.
• Ability to prioritize work based on risk and value.
• Working knowledge of regulatory requirements Directive 076, Directive 017, Directive 007.

Additional Requirements and Information:

• All applicants must be legally entitled to work in Canada at the time of application.
• The Alberta Energy Regulator (AER) will be aligning with the Government of Alberta’s proof of vaccination requirements by November 30, 2021. All new hires of the AER will be required to be fully vaccinated upon start date of employment.

AER Hybrid Work Model Trial

What does our hybrid work trial model look like?

• Combination of in-office and remote work based on your preference and business needs!
• Flexible work hours, while committing to being available during our core hours of 9:00am - 3:00pm

If you choose to participate in the hybrid model, you will:

• Be provided with an AER computer or laptop when working in the office.
• Need to have access to a personal computer when working from home (unless assigned an AER laptop - dependant on business need).
• Have a high-speed internet connection with a minimum of 50 Mbps for downloads and 30 Mbps for uploads when working remotely.

At the end of the assignment, the employee would either return to their current role or be reassigned to an equivalent role within the organization.
