Opportunity
Parsons is the Project Consultant for the construction supervision of a large infrastructure project in UAE. Scope of work includes roads, highway intersections, bridges and other structures, electrical (HV and LV) networks, potable water network, sewerage network, storm water drainage network and other infrastructure.
Position Overview
Quality Assurance Manager is responsible for monitoring the implementation of the Company’s Management System in compliance with the PARSONS Corporate policies, International Standards and Client’s requirements. Implementation of the QS may require development or modification of Corporate procedures. As per project needs the development of a Project specific Quality Plan, as a roadmap of the Project Quality Requirements, is recommended even not required by the contract. The Quality Assurance Manager monitors the establishment by the construction contractors of quality-assurance (QA) programs sufficient for the Project. Monitors and audits the quality related activities, set forth in the Quality Plans, to confirm that products or services provided are in accordance with client requirements. Periodically conducts detailed audits to assess the level of compliance with the QA systems, procedures, and related-quality activities. Regularly interacts with Construction Director, Group Managers /SREs and individual Project Managers/REs to assess on-site activities (client‘s design and/or construction contractors). Reports and provides regular updates to the Area Quality Manager.
Job Responsibilities
• Supports monitoring the preparation and issuance of project specific Quality Plans, QA/QC processes and procedures in compliance with client’s quality requirements; and monitors that these are implemented effectively.
• Plans, directs and performs QA audits, reviews, surveillances and follow-ups of individual projects.
• Identifies and reports to the Construction Manager and -as per needs- to Construction Director and the Area Quality Manager on quality issues or trends based on data from a variety of sources.
• Supports implementation of appropriate corrective action to quality issues.
• Provides input to management on projects performance metrics, and process or procedural system improvements.
• Assumes additional responsibilities as directed by the Construction Manager.
Skills
• A bachelor or higher degree in engineering (4-year degree in Engineering).
• 15 years of related work experience in the field of quality assurance and quality control, including 10 years’ experience in quality management of construction projects.
• Lead Auditor ISO9001:2015 certificate.
• Requires extensive knowledge of quality assurance/quality control management practices, processes and current technology.
• Large infrastructure construction supervision experience is a must.
• Dubai experience is preferred and regional experience is a must.
• Requires proficiency in the use of computers and software packages related to field.
• Requires proven experience in directing and implementing quality management systems and standards specified by ISO 9000, ASME, ANSI, ASTM and similar organizations.
• Requires proven experience as an auditor using ISO 9000 standards.
• Requires the ability to communicate clearly, and interface effectively with a diverse group of professionals.
