JOB SUMMARY

Responsible for health, safety and environmental (HSE) compliance at Nabors and subsidiary facilities. This will include assessment and implementation of absent programs and the continued oversight and administration of existing HSE programs. This position will interface with all departments to ensure existing processes and special projects comply with all Federal, State, and Local regulations. The HSE Manager implements and maintains an environmental health and safety program involving hazard identification evaluation and control, accident/injury prevention, hazardous material/waste management, emergency preparedness, fire/life safety, ergonomics, industrial hygiene, and environmental regulatory compliance.

DUTIES AND RESPONSIBILITIES

* Leads the implementation of facilities HSE programs, including HSE guidelines and standards to reduce or eliminate occupational injuries and illnesses, environmental impacts and financial losses.
* Provides HSE leadership, training and operational support to all levels of the organization and across all functional groups.
* Ensures all HSE processes and procedures are implemented and standardized at Nabors' and subsidiary facilities.
* Tracks company health and safety metrics and use the data to identify and to reduce risk.
* Works closely with Engineering and Facilities on special projects involving facility construction/modification, equipment design, and hazardous assessments.
* Assists in all aspects of incident investigation including verifying root cause and approving the implementation of preventative actions
* Ensures emergency response systems, policies and procedures are in place to manage emergencies.
* Maintains all Federal, State, and Local permits in current and valid condition.
* Maintains Chemical Hazardous waste program including chemical accumulation and accumulation area inspections.
* Provides hazardous material/right to know training and SDS management.
* Performs industrial hygiene activities including chemical monitoring, exposure monitoring, and any other monitoring programs as necessary.
* Prepares regulatory agency submissions including but not limited to facility P2 Plans, OSHA Logs/reports.
* Maintains current working knowledge of all applicable HSE regulations.
* Maintains all necessary training and licensing to function as a signing authority on all HSE matters.
* Coordinates with facility lead on repairs as appropriate and as needed to infrastructure, including, but not limited to: Electrical, Plumbing, Security, Lighting, Weatherproofing, Plumbing, Fires Safety, HVAC, Blower, Compressors, Warehouse, Communications, Grounds, janitorial and equipment not directly used to manufacture product
* Other duties and projects as assigned
* Ensures compliance with TCEQ, EPA, and other environmental regulations as applicable.

EXPERIENCE

* BS with 5+ year's related experience in an HSE leadership role; safety, engineering, or equivalent science degree. * Must be computer literate, have ability to analyze and report to management, and able to multi-task.
* Demonstrated understanding of and ability to communicate effectively with regulatory authorities, government officials, major customers and senior executives within the organization.
* Successful leadership and hands-on direction of HSE issues in major operating facilities and business functions that support divisional projects.
* Experience in taking on an HSE leadership role during the design and construction phases of facilities that have complex R&D, manufacturing, and packaging equipment.
* Direct experience working with hazardous materials.
* Experience dealing with the complexities of the oil and gas services industry.
* Demonstrated ability to develop, motivate and direct teams in a matrix organization.
* Experienced at developing and implementing customer-focused services and programs.
* Previous experience related to the enforcement of federal and state regulations (TCEQ, DOT, EPA, OSHA, etc.)

LANGUAGE SKILLS

Fluent in English. Ability to read and write, comprehend simple instructions, short correspondence, and memos

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals and compute percentages.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

COMPUTER SKILLS

To perform this job successfully, an individual should have excellent knowledge of word processing software, spreadsheet software, database software, and manufacturing/inventory software.

Valid Driver's License

PREFERRED QUALIFICATIONS

* Experienced in facilities HSE and Maintenance
* OSHA 29 CFR 1910.20 - HAZWOPER training - 40 hour
* ASP or CSP, or be able to attain within one year of hire
* OSHA 30 Hour Train the Trainer
* OSHA CSHO or SHEP (General Industry) or in progress
* Proficiency in Spanish is a plus.

* Strong organizational skills and the ability to work with minimal supervision
* Detail-oriented with a structured approach to process and documentation
* Efficient in Microsoft Office - Word, Excel, PowerPoint, and Outlook
* Travel to facilities within the Houston area on a frequent basis
* Potential for long hours of driving
* Work in a shop or yard environment on a regular basis
