Our nonprofit organization’s portfolio of behavioral health and supportive services empowers and supports individuals and families to move toward resilience, wellness, and independence. Since 1948, Family & Children Services of Silicon Valley (FCS) has been promoting the resilience, safety, and wellness of individuals, families, and communities throughout Santa Clara County. FCS brings its counseling, prevention, and support services to dozens of community locations, including schools, community centers, jails, and health clinics. FCS merged with and became a division of Caminar in January 2016.

Position Description:

The Quality Management (QM) Supervisor maintains systems to ensure clinical support and training for all programs across behavioral health. The QM Supervisor also performs other duties, as assigned by the QM Manager, to support overall compliance, quality assurance, quality improvement, and training needs of behavioral health programs. This position also assists the QM Manager in effective operations of the Quality Management Department, including the planning, organizing, preparing for and conducting audits of client records and clinician credentials adhering to all Federal, State, and County regulations. This position assists in achieving quality assurance standards by assisting the QM Manager in significant clinical events, investigations, and reporting; coordinating and supervising regulatory surveys; facilitating education and training around quality and safety.

Essential Duties and Responsibilities

include the following. Other duties may be assigned as needed.

-Quality assurance and quality improvement activities for behavioral health programs
-Conduct regular and systematic review of the assessments, psychiatric evaluations, progress notes, treatment plans and discharge plans to ensure documentation is timely and has expected quality
-Conduct utilization reviews across all behavioral health programs
-Attend weekly agency meetings and County meetings, as needed, for quality assurance and compliance
-Collaborate with QM Manager regarding rollouts and workflows for QM department and other programs
-Support development and workflow for QM team
-Support development and workflow for behavioral health programs through regular trainings (including Evidenced--Based Practices recognized within County of Santa Clara)
-Meet weekly with QM team to support department structure and compliance
-Assist QM team in tracking, monitoring, and measurement of annual quality performance of the program and develop recommendations based on annual changes
-Identify staff training needs through auditing activities
-Support the Care Coordination of clients by working with directors and clinical supervisors through data tracking to support continuous quality assurance initiatives and projects
-Assist Program Directors, Managers, and Supervisors to create systems and processes that facilitate achievement of quality assurance goals and continuous quality improvement
-BBS clinical supervision, as needed
-Adhere to cultural competency and anti-discriminatory practice, and
-Other duties as assigned by the QM Manager

Requirements, Qualifications, Skills & Abilities:

-A minimum of 2 years post-license and ability to provide BBS supervision for license-track staff
-Licensed with the CA Board of Behavioral Sciences in the following credentials: LMFT, LCSW, LPCC, or licensed waivered
-A minimum of 2 years’ experience in a similar or closely related role
-High level of competence in Medi-Cal billing/coding for MH and SUTS preferred
-Proven typing speed of 35 net wpm; computer literacy, intermediate level of MS Office applications, including Word, -Excel, PowerPoint, Outlook and Windows –based databases; basic Internet navigation and search ability
-Effective interpersonal skills and ability to successfully use authority to work with staff throughout the agency
-Familiarity with EHR systems
-Familiarity with Medi-Cal documentation in both MH and SUTS
-Knowledge of County and DHCS regulations also preferred

Supervisory Responsibilities:

No supervisory responsibilities. This position will provide clinical BBS supervision, as needed.

Physical, Environmental and Mental Requirements:

-Physical: Occasionally required to push/pull objects up to 50 lbs, and to lift/carry objects up to 25 lbs. frequently required to perform moderately difficult manipulative tasks such as typing, writing, etc. Must be able to walk, stand, and sit for extended periods.
-Sensory: Frequently required to read documents, written reports, and plans. Must be able to distinguish normal sounds with some background noise, as in answering the phone, interacting with residents and staff, etc. Must be able to speak clearly and understand/be understood using the English language.
-Cognitive: Frequently required to concentrate on moderate detail with constant interruption. Must be able to attend to a task/function for 20-45 minutes at a time. Frequently required to understand and relate to specific ideas, several at a time. Must be able to remember multiple tasks/assignments given to self and others over a period of several days.
-Environmental Conditions: Frequent exposure to varied office and mixed (residential/office) environments. Occasional exposure to toxins and poisonous substances, dust, and loud noises.
-Equipment: Frequently required to use a computer, phone, and fax machine.

Special Requirements:

-Must be able to meet and receive a criminal records clearance, as required by Title XXII, other licensing regulations, and Caminar practices.
-This position requires frequent driving. A valid California driver license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies are all essential job requirements.
-Must be able to pass post offer, pre-employment medical and drug tests as required under State Community Care -Licensing regulations and/or agency policies.
-A personal cell phone with reliable service and, if applicable, a data plan to use for business purposes.
