ROLE

Surerus Murphy JV is searching for a Health & Safety manager to join our team on the Edson Mainline loop No.4 Elk River spread, hereinafter referred to as the “Project”..It involves the construction of approximately 40 km of NPS 48 pipeline which is in Yellowhead and Clearwater County, Alberta, approximately 115 km southeast of Hinton. The project will be based out of Drayton Valley, Alberta.

The Health & Safety Manager is responsible for all aspects of the effective implementation of the Surerus Murphy Joint Venture (SMJV) Safety Management System, SMJV Site Specific Safety Plan (SSSP) and for providing leadership in the continuous improvement of the Safety Management System on the Project.

KEY RESPONSIBILITIES

• Ensure timely reporting and communiqués with Calgary Corporate QHSE and Project Management Teams (PMT)
• Liaise with the Client Representative(s) and provide support to, the Project Management Team (PMT)
• The Health and Safety Manager acts as a primary liaison between the on-site SMJV Safety Team and Client Representative(s)
• Monitor, trend, and analyze project safety performance and recommend / assist in implementing mitigating measures for the Project
o Communications may include but not be limited to; site bulletins, newsletters, alerts and daily messaging through PMT, tailgate, or safety meetings
• Support the Project in implementing the safety requirements identified in the Site Specific Safety Plan (PSSP) and applicable legislation
• Ensure alignment with SMJV SSSP and Client Health and Safety Management Plan (HSMP)
• Work with the Project Manager to rank risk concerns and arrange for investigations for the high-risk items
• Provide support and guidance in the investigation of all Project related incidents including lost time, fatalities and major vehicle accidents
o Provide competent resourcing and support for foreman / supervisors in incident investigations
• Lead a minimum of two corporate safety audits per year for the duration of the Project
o Provide support for conduction of audits to ensure that all required reports (i.e. jobsite inspection reports, incident/accident reports, tailgate meeting minutes) are completed by workers and field supervisors
o Ensure all identified concerns are resolved and signed off by the person responsible for action and supply supervisors with a copy so the information can be communicated at safety meetings
o Facilitate the development of Action Plans for corrective measures implementation and any deficiencies found with assigned accountabilities and timelines for completion
• Ensure regular inspections of all worksites are conducted to ensure compliance with all legislation and company policies, standards, procedures and rules
• Ensure all the requirements of the Safety Management System are being followed
o Provide support for senior management and field supervisors in their efforts to maintain and follow the system
o Support operations and functional management in the achievement of corporate initiatives
• Establish and maintain contacts with industry and government agency representatives for the purposes of continuous improvement and compliance
• Assist Project Safety Team with general, pre-job and weekly safety meetings where practical
o Supply information and provide guidance regarding meeting structure and content
• Develop and maintain emergency response plans, standards, procedures, as well as site-specific and corporate work plans
• Maintain all required industrial hygiene program requirements within the Company, as well as ensuring completion of baseline sound level and audiometric testing where required
• Ensure implementation of all applicable SMJV Health and Safety policies, standards, practices and rules
• Supervise, mentor, train and develop safety personnel
• Provide guidance to on-site safety team for all safety related issues
• Oversight and supervision of sub-contractors which include medical personnel and specialty safety services
• Participate in project related meetings that discuss safety performance / issues
o Project kick-off Meetings
o Weekly progress meetings
o Safety meetings
o Joint inspections and Audits (Contractor & Owner)
o Safety Stand-downs
• Manage budgetary considerations for Health and Safety aspects of the Project
Note: In addition to these duties personnel are required to carry out such other duties as may be reasonably required in order to support the objectives of the company and the Project

Qualifications

• Occupational Health & Safety Certificate or NCSO designation
• Possess or actively pursue Canadian Registered Safety Professional (CRSP) designation
• Must be a member of the Canadian Society of Safety Engineering (CSSE)
Experience
• 5-10 years of experience in a safety related position in the oil & gas construction industry, including
• 5-7 years of experience in a safety management role in mainline pipeline construction.
• Minimum of 3 years working experience in a managerial role

Skills and Knowledge

• Understanding of the oil and gas pipeline construction industry
• Understanding of Occupational Health & Safety Acts, Regulations and Codes within Alberta and how it pertains to daily field tasks
• Ability to effectively lead teams
• Ability to represent the Company in front of the Client in a professional and courteous manner
• Ability to effectively communicate in large crowd settings
• Ability to maintain a professional attitude in high pressure settings
• Ability to read and understand relevant documentation pertaining the successful and safe completion of each project (legislation and other industry specific standards/practices)
• Proven understanding of the effective management of incidents, and near hits
• Familiarity with relevant construction codes, standards, and practices
• Intermediate knowledge of MS Office Suite (Word, Excel, Outlook, PowerPoint)


WORKING CONDITIONS

This position is field based, located south west of Drayton Valley, AB. The project is LOA eligible. Shift is 6 days on 1 day off, with 12 hour shifts for the duration of the project.

REPORTING RELATIONSHIPS

The Project Health & Safety Manager reports to SMJV Project Manager. The position supervises Project Safety Leads, Project Safety Advisors and Project Safety Administrators.
